It was opened as an experiment for that period as a similar experiment in 1906. After a year's working experience it was found that it's working very unsatisfactorily as it involved a heavy loss & the reference to close it. Being however, representations were made by the Tientsin Chamber of Commerce during this reconsidered by the Govt of Hongkong, consented to keep the Agency open for another year on the condition that the Commerce Chamber of Commerce guaranteed the anticipated deficit which was required for the working, estimated at $7500.

Such guarantee being given, the Agency will accordingly be maintained until the next Sept: 30th (4451/09).
